The captain on board

The captain on board every ship has a book in which he writes the standing orders that are to be followed by the crew.

These are firm orders that are to be followed at all times.

Similar to this, God likewise has a book filled with standing orders, or commandments, that apply at all times!

This is in contrast to being reminded to do something specific, which also happens once in a while.
